  Professore Ordinario di Meccanica Applicata alle Macchine dal 1981. Docente di Meccatronica e Robotica presso la Facoltà di Ingegneria dell'Università di Padova. Presidente del Gruppo italiano di Meccanica Applicata (GMA) dal Novembre 2009. Il Prof. Rossi è o è stato: Pro Rettore dell'Università di Padova per le Risorse Informatiche (2004-2006); Pro Rettore dell'Università di Padova per le Relazioni con l'Unione Europea nel settore della Ricerca Scientifica (1995-2005); Direttore del Dipartimento di Innovazione Meccanica e Gestionale (1997-2003); Membro (dal 1971) e Delegato (1983-2006) dell’IFToMM (International Federation for the Promotion of Mechanism and Machine Science). Il Prof. Rossi è stato Presidente del Comitato Tecnico-Scientifico e Consigliere di Amministrazione del Consorzio Padova Ricerche; membro del Comitato Tecnico-Scientifico del Istituto Gas Ionizzati del CNR per l'attività nell'ambito della collaborazione internazionale RFX; associato all'INFN nell'ambito della collaborazione internazionale BaBar; Coordinatore del Sottoprogetto 2 Ob. 2 "Assemblaggio automatico Robotizzato" del Progetto Finalizzato Robotica del CNR (1990-1995).
  Il Prof. Rossi è o è stato Coordinatore Scientifico di numerosi Progetti di Ricerca Nazionali ed Internazionali, tra i quali i progetti: FIRB "Sistema aptico flessibile per rieducazione motoria" (2004-2006); Progetti Regionali “SIMPATICO - SIstemi Meccatronici Passivi ed ATtivi Interagenti Con Operatori umani” (2003-2005) e "AHI - Cella robotizzata per la movimentazione di componenti dell'occhiale" (2005-06); EU CRAFT "AUTOMAP 1999-71079" (2002-2004); EU BRITE-Euram "PlasCoat PL974696" (1999-2001); MIUR Ex40% "SMS-SIAMO - Sistemi Master Slave per la Sicurezza Attiva di Macchine Operatrici" (2007-2009), "RIME - Robot In Medical Environment" (2001-2003) e "METAFORE - MEthods and Tools Applied to Family Of Robots in medical Environment" (1999-2001).
  Il Prof. Rossi è autore di oltre 150 pubblicazioni scientifiche pubblicate su riviste nazionali ed internazionali o presentate a congressi nazionali ed internazionali. L'attività di ricerca più recente è focalizzata sullo sviluppo di robot per impiego medicale sia per la riabilitazione neurologia assistita da robot, che nel campo della neuro-radio-chirurgia mini invasiva.
